Error - Cannot write to rbuilder.ini

Hint Details:
If a user receives the error cannot write to rbuilder.ini then they don't have rights to create or change files in c:\windows. Whilst perhaps full directory access is not necessary, they need to have rbuilder.ini in there and subsequently be able to change this file.
